Merry Hexmas: You've got Mail

A mail-carrying procedure for Merry Hexmas the that you can add to any hex. Naughty characters can open mail for rumors and nice ones can deliver them for quest hooks/and or to feel warm and fuzzy inside. 

Each hex has a 1 in 6 chance of containing a bumbling tumbling postal wizard. It’s the first time he’s been away from the post office and he’d be very grateful if you delivered this letter for him he’s already behind schedule. 

There’s a 6-in-6 chance that he needs assistance when you find him.
1-2. Fleeing from a pack of flying Awgwa.
3-4. Restrained by an environmental hazard.
 5-6. Pursued by the largest creature in the hex.

4. Sender: Unknown. Recipient: Unknown. Contents: Unknown. Can be deciphered to reveal half a plot by revolutionary elves to assassinate Santa. Contains means but does not specify which Santa Claus.
   
   
5. Return to sender. Sender: Snow Miser, his houseboat. Recipient: Heat Miser. Contents: a parcel containing a snow bomb + frozen mackerel.
